Definition of Term

precautionary principle
(English) A proactive method of dealing with the environment that places the burden of proof on those whose activities could harm the environment; the opposite of the wait-and-see principle. The management concept stating that in cases 'where there are threats of serious or irreversible damage, lack of full scientific certainty shall not be used as a reason for postponing cost-effective measures to prevent environmental degradation' (Rio Declaration).
