Espinhos dorsais (total) : 14; Raios dorsais moles (total) : 9 - 10; Espinhos anais: 6 - 7; Raios anais moles: 10 - 11; Vértebras: 24 - 26. A species of the C. congicum species group with characters typical of that assemblage. Within this group, C. milleri may be distinguished by the following characters: unusually low fin-spine counts for Ctenopoma (D XIV, A VI-VII), and a distinctive, mottled color pattern.
