Etymology: Eviota: No etymology given, suggested by Christopher Scharpt: from Latin 'eu' for 'true' and 'iota' for anything very small, in combination 'truly very small' referring to it as being the smallest vertebrate at the time it has benn described by Jenkins (thus, making the suggestion by Scharpt plausible; fluctiphila: Name from Latin ‘fluctus’ for ocean waves and ‘philus’ for loving; a feminine compound adjective.

Taggstrålar i ryggfenan (totalt) : 7; Mjukstrålar i ryggfenan (totalt) : 7 - 8; Taggstrålar i analfenan: 1; Mjukstrålar i analfenan: 7 - 8. This species is distinguished from all its congeners by the following set of characters: complete cephalic sensory-canal pore system; dorsal/anal fin-ray formula usually 8/8 (2 with 8/7); some pectoral-fin rays are branched; the fifth pelvic-fin ray is absent; first dorsal fin not filamentous. Colouration: dark occipital or nape markings absent, above the anal-fin base are two dark postanal spots, pectoral-fin base is peppered with melanophores, a dark internal blotch over the preural centrum on and above the midline, first dorsal fin dark crossed by a pale band about three-quarters way out, and a pear-shaped male urogenital papilla (Ref. 131304).
This species is found exclusively from shallow subtidal (0.2–2 m), wave-washed, volcanic rock exposed to near-constant surge conditions where they were observed to be sheltering in small cracks in the vertical rock faces covered to varying degrees with sponges, soft corals and ahermatypic hard corals. It appears to be a secretive species, never observed fully exposed, making in situ photography nearly impossible (Ref. 131304).
